Abstract:

These two studies, undertaken by theVirginia DOT, evaluated the selection and installation of accessible pedestrian signals (APS) and from this information, developed guidelines applicable to retrofit situations. Phase I, finished in 2003, included the following sections: (1) a procedure for requesting APS, (2) the basic requirements for retrofit, and (3) an intersection evaluation methodology, (4) a funding process, (5) the basic specifications for APS equipment to be used statewide, and (6) installation guidance.

The first four of these sections provided a final outline of the Sections I through IV of the guidelines. Forms for requesting an APS retrofit and for evaluating intersections are also included in appendices.

Phase II tested VDOT’s hypotheses and guidelines, and from these developed the draft guidelines found in the appendicies. The meat of the design guidelines is Appendix D, approximately 18 pages excluding forms.
