Abstract:

The purpose of this plan is to provide the Transportation Advisory Committee of the Asheville Metropolitan Planning Organization, local communities and jurisdictions, and the NCDOT, with goals, objectives, and recommendations for improving the quality and safety of bicycle and pedestrian transportation in the Asheville Urban Area. It is meant to provide a vision and guidelines for the MPO Thoroughfare Plan, local Priority Needs List, and the Local and State Transportation Improvement Program (TIP).

This document follows the formats recommended in the Bicycle and Pedestrian Planning Under ISTEA Workbook, by the Bicycle Federation of America in cooperation with the U.S. DOT Federal Highway Administration (1994) and Bicycling and Walking in North Carolina: A Long-Range Transportation Plan, by the University of North Carolina Highway Safety Research Center in collaboration with the NCDOT Office of Bicycle and Pedestrian Transportation (1996). The Plan:

  • Lays out a vision, goals and objectives;
  • Assesses and maps current conditions and needs;
  • Identifies activities and designs required to meet the vision and goals; and
  • Lays out policy statements and projects for local action as well as projects to be included in the TIP as well as local Capital Improvement Plans.

Ideally this plan will serve as a tool for local and state planners to make informed decisions and to take advantage of opportunities presented by the reauthorization of ISTEA (TEA 21), and growing local support for greenways, trails, sidewalks, and other facilities which support transportation alternatives to the automobile. It will also help meet the goals laid out in the Governor's Transportation 2001 Plan to improve the overall intermodality of transportation in North Carolina . This plan should be updated and revised as MPO and statewide plans evolve and be responsive to community involvement and concerns.
