Abstract:
This publication, which is DOT's policy statement requiring all transportation projects to incorporate bicycling and walking facilities, was drafted in response to Section 1202(b) of the Transportation Equity Act for the 21st Century (TEA 21). The policy statement has four elements: balancing competing interests of motorized and non-motorized users; a recommended policy approach to accommodating bicyclists and pedestrian; a list of recommended actions that can be taken to implement solutions; and further information and resources. One would hope that all transportation departments have implemented the actions described here. Planners and pedestrian advocates should be familiar enough with the document to cite it. It is short, to the point, and a good overview of the issue. It also has a short but good bibliography/resource section divided so that one can find general design, pedestrian facility design, bicycle facility design, traffic calming, and ADA-related design resources.
